Oh I LOVE that conversation. Those few lines have fueled so many of my headcanons. He's this criminal mastermind, but he's still human. He's capable of getting attached to those who are close to him. To him, the average pokemon (and probably the average person too) is just a tool to be used and discarded as he sees fit. But if he spends enough time with them and relies on them enough, even his heart will soften a little. He won't admit how much he cares for his Pokémon (both to preserve his image, and also because he most likely doesn't want to face the cognitive dissonance that would arise from acknowledging his feelings) but I want to believe that there's a small part of him that views them as more than just tools.
A lot of how I characterize Gio comes from that convo. My whole yume fantasy is based around him initially using me as a tool but getting more attached over time, and that's only because of masters showing that he's capable of getting attached to his "tools." A lot of his mastersex lines have him acting a bit tsun, and that tsun carries over into my fantasies too, with him insisting he's only doing something nice for me in order to stay on good terms with a "valuable business partner," but in reality he's just fallen for me and doesn't want to admit it.

Yes! They're so cute... His "that was some nice teamwork" "hmph!" victory line with Silver (I play with jp voices so idk the exact en phrasing) makes him feel like an awkward dad trying and failing to start a conversation with his son. There's also a couple really cute scenes between him and Silver in the main stories that make it seem like he really does love his son, despite everything.
