EA Sports FC and COD are guaranteed to sell so they can get all the budget they want, but a lot of big successes of the past 10 to 15 years didn't have AAA budgets. Mario Kart and gacha shit don't get 400 million dollar budgets. Pokémon is probably made on a budget of pieces of string and it still managed to make a huge comeback.
