He definitely wanted to keep Susie in, and I don't think he necessarily lured Undyne to be kidnapped, he wanted her to get involved because she's one of the strongest people he knows. Note that there were two options to tell her about Dark Worlds, and he didn't tried to suppress it so he wanted to say that too.
