Trump has tried to help the service academies by letting them be flexible with when the players must fulfill their service obligations. Biden did away with that but I assume Trump has reinstated it. One thing they can't do is revenue sharing or NIL, which is going to make things more difficult. They do however have all their living expenses taken care of and receive service pay.
While they do have a budget they have to stick to, they really don't play money games in the traditional sense. They play strong programs for exposure. Navy plays ND every year and almost always lose but that gets them on national television. The whole thing is a free ad for Navy that, other than the team losing, is guaranteed to be all positive coverage.
