They are since now all questions regarding Sonic on his podcast have to be vetted by Sega themselves.
On his site this has bee crossed out, but I can't seem to find any update that goes against it.

As for fan games, it's still all good so long as the fan work in question isn't trying to make money. That's why the Triple Trouble Remake was allowed to florish.
