It happened after Invasion ruined the chances of any community "update" ever getting added ever again, so it was left to rot. The sunken cost seeped in, and the Emporium troons behind it now demand you pay them for using the map assets, even though it was released as a free pack and even though the readme still says all you need is to credit them (like what happened to the Overcast guys, they tried to extort them for using the assets)
