No, it does not. The MiG-21bis has a significantly lower sustained turn performance due to the massive speed bleed.

That's the only way for them to avoid dying to a competent F-5E pilot. If they stick to the dogfight long enough to dump their speed they just die.

Passive lines describes how you turn/roll in the dogfight. If you go for passive lines you just want to keep improving your relative positioning/energy speed, not go for shots. There's good videos on that, might help you a bit.
