Civil War reenactments were such a common thing that The Simpsons did a joke toward the end of the 20th century about Apu playing a Confederate General in the Springfield version, which I guess now is considered their most politically incorrect joke online (or maybe not, I'm tired of following what's in and what's out).
I'm enough of a squish that I don't mind people pointing out that Confederate nostalgia is kind of fucked up (though I guess if you're anti-capitalist and anti-socialist then the old slave society is the only thing to be nostalgic for), but Archie was just describing the Civil War centennial celebrations that existed.
