So long as we can build a buoyant aircraft that can withstand 400 kmph winds, Venus will be colonised first.
Why Venus?
Near equivalent gravity, pressure and even sunlight up in the clouds. You just need to withstand the winds and acid, the colony 'airship' is buoyant due to breathable air acting like helium there.
Then just send down probes/extraction teams on cables drg style to harvest the semi molten surface for precious minerals.
