Putting aside the fact Saber is explicitly stated to be different to other Servants (and she's technically not dead yet from her perspective), Servants don't get to choose where or when they are summoned.
And Archer, as a Counter Guardian, is constantly summoned to hellscapes and horrible places just to slaughter people. He didn't agree to be part of the Holy Grail system. As a recorded Heroic Spirit, there is always a chance someone will summon him as long as they have a catalyst connected to him.
Archer even states so to Shirou in one episode if you're an anime only. "Servants don't have that sort of free will."
