The rule says Yes. You need at least N3 (mid level, I guess around B2.1 in EU standards) to land anything worthwhile, N2 to be comfortable with a decent pay.
The exception says that it doesn't matter if you have a bachelor's degree (in your country) or have completed a vocational school. I don't have any official japanese language qualifications but I can talk, and just like in the rest of the world, the interview is what counts. You get more interviews the more official qualifications you have, yes, but what matters is how you present yourself once they accept you and that's where many fail.
