Why do women revel in victimhood?

okay, so i'm a girl who traditionally dresses pretty feminine and cutesy (bows, ribbons, lace, dresses, etc.) and i don't think i'm ugly or anything. i don't know if this is a recurring or proper theme, since i don't get out too much. when i do, i like to doll up since i don't do it too often. i take care of myself well. but i've noticed, i've never been cat-called or hit on at all. my friends have though, and they dress more neutrally than than i do. sometimes i do notice stares or lasting looks. but they've never said or done anything. do you think some guys are less inclined or deterred from acting like that towards more traditionally feminine/cutesy girls? if so, why?
