Oda's problem is twofold.
First, he simply got too old. His eyesight went to shit, he's probably got through more carpal tunnel than any human on the planet, and he's been doing this shit non-stop since the late 90s. It must've started really catching up to him during Dressrosa, that's when I first noticed the degradation.
Second, he wants to cram way more story into each chapter. Maybe because he feels like he can't do it for much longer, but still has way too much to tell. As a result, every page in nu-Piece is pure wordslop, ridiculous amounts of exposition cut in-between basic static artwork that feels more like a slide show. It's honestly terrible, I'd expect this from an amateur webcomic, but that's the approach Oda decided to take.
