I might be misremembering but America and England never felt like actual brothers to me. Like yeah he calls him that, but its like an adoption thing, i dont really view the “one character raises another for a while” as actually being related and they dont treat eachother like brothers as adults which i feel matters more in hetalias situation. Caname, itacest, whatever prussia and germany are called are the only actual incest ships imo
