Any unit that moves in your opponents movement phase is a valid target for this.

Getting to jump out of the bushes and threaten to catch a unit in combat at the beginning of the first turn while completely negating overwatch because YOU are the reacting player is stronger than several legion Traits. Especially since the only counterplay is refusing to move any shooting unit in your army on the first turn and just fucking, letting the DA cap all objectives.

Hell you don't even need to use despoilers, you could teleport tacticals onto objectives before your opponent gets to move and contest control during your opponents movement phase.

Would much rather have that than +1 combat resolution ngl.
