It's a big ass grey area where they're trying to create laws subject to vague perception. Like all existing 'obscenity' laws where you don't actually know what the fuck counts as 'obscene' because it's a matter of opinion.
Japan penal code article 175 is a great example of this shit. No one knows what the fuck it means, so they just censor genitals because that seems safe. There is no law that states genitals have to be censored. They're just guessing that's what has to be done because no one has gotten nailed to the wall with genitals censored.
