I don't recall '90s cartoons being nearly that blatantly referential, except perhaps Animaniacs and that was kind of their thing. But that pic is clearly being deliberately hyperbolic for engagement purposes anyway.
The smarphone/social media use thing is a bit of an unknown because it's such a recent societal development. Will it be like cars and TVs and still just a normal everyday thing a decades in the future? Or will those things be superseded or abandoned and seeing them in media will be more like seeing a floppy disc or a pager? Will it need to be explained to future audiences what facebook or an influencer was? It's easy to presume not, but the future is very unpredictable.
