That's not to say there weren't actually humans there. Laguna and Co. escaped on Esthar boats after all. But it's weird Esthar has boats (In the first place, Esthar doesn't have any ports or beaches), when they have airships like the Ragnarok. They could probably commute. From SPACE if they wanted.
It's a wonder Adel bothered building the Pandora at all. She could raw dog it. She could "Wingardium Leviosa" it and just drop it on a town. It's 3 miles tall! The fact that it also summons a lunar cry is overkill.
In retrospect, if Adel wanted to rule to world, she could have.
