They actually do that all the time, you commission the artist to do everything and then you own the artwork and are able to make further changes to it yourself. I know this fact well from Azur Lane for one, especially when controversies blew out, and while the details almost never get out due to Japanese mentality, I'm 100% certain that they actively sabotaged Ishida Akira's artwork for FGO, it's that blatant and you can compared the pieces he released himself as fanart versus what is in-game.
So it's completely normal in all JP/CN/KR, even if the artist may rather have his artwork intact as much as possible, and if they wanted they could hire Hyulla to do the artwork and then swap the face, and that's in fact what they did with Rapi before release, original Hyulla face got changed and they retained all the rest.
Also RAITA is extremely based, bless him.

You're not that far off since Eyeri is of the same crop of peak woman and the artwork is top notch as well. But she isn't Rapi or the best DPS unit in the game right now.
