It's genetics. You can even see it at the top levels of bodybuilding when some bodybuilders are just bigger, even though they are all professionals who dedicate their entire lives to getting big muscles, get trained by the best coaches, never miss workouts, eat the perfect bodybuilding diets, take massive amounts of drugs. Min maxxing everything and pushing it to the limit like their livelihoods depend on it.
But like in this photo, one guy will have way bigger quads and calves or whatever, despite they all competing at the high level of the sport.
