It's incredibly obvious that this is a big fucking debate within the story itself. The healers are specifically called out as having been against the prohibition on any human affecting magic, and erasing them from history is clearly backfiring as their successors are desperately trying to rediscover it, even without the memory that it's even possible. The central conflict recently was the kids realizing that upholding the law would mean condemning a man to death.
Get a grip people. If a children's fantasy story is too morally complicated for you to handle, just go read something more your speed.
