Yes. Repacks work like this: they compile the source code for you and include necessary data files and software to run the server, so it's plug'n'play. The downside of this is that you have no access to the source code so you can't make edits to the core, but if a repack includes modules then those modules have configuration files which you can change without having to recompile.
