The Dragon's Fury is pretty clearly based on rewarding accuracy, with a center-shot bonus damage and the fire rate penalty for missing. Complaining about "W+M1" used to be very common and a non-sprayable Pyro primary was something the community asked for constantly.

Also, you're ignoring the fact that the jetpack was another item that was so commonly requested that it was almost a meme.
