The swamp gangs are specifically empire adjacent. Non-aligned actors because they're permitted to operate outside the legal bounds. The smuggling is facilitated by the guild to manage the corrupting influences in the military police system. Local guards are brought into the fold and of course the nobility are obliged to respond with a semblance of enforcing order. The Guild creates the arrested development on purpose, profits from it and plagues the nobility with a vice and tool for baiting those susceptible into blackmailable situations.

The drug war is a fairly well understood mechanism of social control for the poor, pleasure-seekers, criminally-minded and easily corrupted authorities.
