Dude, Lothric is a stratified society. Yet they all exist in harmony, everyone fulfilling their roles to keep the whole working. There is no reason to commit extra resources to make passageways to the roofs since the flying guys can take of it. This might seem like an ableist issue to you but remember than one of the princes was paraplegic and unable to walk on his own. He doesn't keep the non-flyers out of the roof out of spite.
