SH was definitely moving toward what RE4 did, but it would also be free to change the camera at times if it wanted to. You could definitely do something like over the shoulder mode in combat heavier sections. That's totally fine. Those areas tend to suck because of the tank controls.
But some areas should have more creative direction instead of just over the shoulder everywhere. That's doesn't quite work for RE4, let alone silent hill. I don't know why dead space and other games just had 1 point of view the entire game unless the character was dying or some other unique animation there was a cutscene.
SH3 especially needs a dramatic change with how it does camera work. It is incredibly frustrating to play and the camera just makes you bump into collision you cannot see, especially with things like Pendulums. Always bumping into those things because you can't tell where they begin and end.
Btw, these things are the most terrifying creature in any video game for me.
