There is nothing farther than the truth that this post: the game is absolutely full of meaningless non-game filler. Like it wants to be a shittier Yakuza.
It's pretty telling that the levels themselves don't give you enough not-experience-points to level up all your skills because you're intended to spend hours engaging on the crane minigame and get said points from there.

Sometimes I wonder if I'm the only person who actually played that game.
