An officially licensed RPG would violate the doujin-spirit and commit to firm world building which ZUN is very loath to do outside of a few slice of life mangas. He stopped seriously trying to progress the plot years ago and just wants it to exist like the Simpson's Springfield where nothing big ever changes or evolves.
