I mostly was using "dead mmo" in common exaggerated meaning of "noone is talking about it 24/7 and no streaming numbers compared to LoL, therefore game ded". GW2 is likely less active then wow or eso are during new content drops, but there are still more then enough people to play with in any part of the game. At least during peak hours. Also people are scattered around every part of the world, because most content is relevant and profitable, stretches player base a bit too thin.
Last two expansion are somewhere between maintenance and proper one. Devs seemingly loose steam by the middle of each and start cutting corners. We'll get next announcement closer to autumn, it will be clear how dedicated they still are to developing the game. Last patches were discouraging.
I used to spend 20-30$ on paid account upgrades during sales back in the day, on top of getting expansions as they came out. You mostly buy everything truly useful quickly, and after it's just cosmetics and excessive QoL features from time to time. Usually when I get back after longer breaks. So like 50-100$ a year for 8+ years?
Overall it's the best MMO to have in a back pocket to spend time on, when and how you want, while freely taking long breaks.
If you mostly want pvp and spent only bare minimum I suggest at least getting HoT+PoF, it'll unlock substantial amount of sub classes and features.
