Up to a point. For the content you can play as f2p, the maps, dungeons, gear to get etc, it's fine. Majority of players aren't playing base end game tho, your build variety suffers outside of leveling another character, there are less long term goals to aim at and it will get way longer to grind for them. Also at some point you will feels how much more dmg other people do and how much faster the run around the map and finish events.
You can and probably will have fun, but it's like playing any base game vs full version of the game. Like Monster Hunter release vs Full expansions, path of exile without ever doing end game or seasonal content, elder scrolls without mods etc.
F2P GW2 is a very limited demo of the whole experience, even in combat core is different vs first expansion.

Obscure is ok, but since you have skyscale already you don't need it much. I think it's worth it, if you've done all the previous content. Janthir main selling point is house instance that you decorate, but it takes a lot of recourses and you are nowhere near that in progression. Maps and story are garbage too.
Start playing what you have and think about buying new shit by the end of the sale. You'll know, if you want to keep playing by that probably.

Last two expansion are somewhere between maintenance and proper one. Devs seemingly loose steam by the middle of each and start cutting corners. We'll get next announcement closer to autumn, it will be clear how dedicated they still are to developing the game. Last patches were discouraging.
I used to spend 20-30$ on paid account upgrades during sales back in the day, on top of getting expansions as they came out. You mostly buy everything truly useful quickly, and after it's just cosmetics and excessive QoL features from time to time. Usually when I get back after longer breaks. So like 50-100$ a year for 8+ years?
Overall it's the best MMO to have in a back pocket to spend time on, when and how you want, while freely taking long breaks.
If you mostly want pvp and spent only bare minimum I suggest at least getting HoT+PoF, it'll unlock substantial amount of sub classes and features.

Hot take but I feel WvW is the best its ever been. They got rid of servers and link you based on guilds or randomly if you're pug, and this prevents bloated faggots like Maguuma dominating the field 24/7. Sometimes the initial relink can be imbalanced but it sorts itself out over the following weeks.

If the next dlc really is bringing new elite specs then anet would be stupid not to make a bundle of all 3 mini packs for ~$50. And while they're at it they should split the hot+pof bundle and add the relevant living world seasons instead.
