it's meant to be a giant cloak, women also wore one called an 'arisaid'. Germany may have bogs but they probably weren't living in them, never mind fighting in them when there are other places to live. Scotland and Ireland didn't have much choice. it's also slightly colder and rains more than most places. How else would you walk in a bog without getting muddy trousers?
