tropico 4 is tropico 3+ with lots of new content and voice acting, its realy fun

tropico 5 is a downgrade that tried to fix the games heavily frontloaded difficulty with the era system and created a bunch of new problems instead, also it has the worst dlc implementation that I have ever seen in any game in my life with the new buildings (that they cut from development to sell extra) not even working properly and their quests getting forced on you because they take priority over other ones, legit paying extra to make the game worse

like with 3 and 4, tropico 6 build on 5's foundation and fixed a lot of the anying stuff, its actualy fun now and even gives you a decent challange because prices now fluxuate with time so you can't just build only oil rigs to finace your island, also rents actualy matter now and can be a huge source of income in lategame

the only complaint I still have is the era system still sucks, it streamlines and gates your progress too much and is in general just bad

also its highly abusable, you can stay in the first age forever by bribing the brits, there are no elections, foreigen powers and cups to worry about so you can just build endless farms to get endless income while you don't have to worry at all about your peoples needs
you can even steal a world wonder with the raid mechanic that prevents your people to die from bad healthcare( you cant build clinics in the colonial age) so your people become immortal hobos that wage slave for you forever
