Loid has...some kind of feelings for Yor. The Wheeler arc is based around the fact that he's extensively compromised over her, to the point that he's potentially putting his and his coworkers' lives in danger over it. The nature of these feelings is ambiguous, but the fact that they're directed at his designated love interest, and also that his development into being compromised is almost always around Yor, and never Anya, means we are probably meant to interpret them as romantic.
