SA1 has the best levels of any 3D sonic game and it has nothing to do with multiple paths or open space but rather the terrain. There's something of an art to sonic environmental design which the series progressively lost as it went on. Not only is SA1 bright and vibrant with its environments but everything is skewed and warped to adhere to sonic's existence as much as possible. Just look at speed highway and compare it to the future city levels this franchise. Literally every single road is twisting to accommodate sonic. Sometimes physically to let the player move in certain ways, like the way in one area pieces of the road jut out above the rest so sonic can use them as ramps. Other times it's to give a uniquely "sonic" spectacle, like the corkscrew road. And this is just constant throughout the game. There's so few points where you're moving on flat ground for more than 5 seconds and so many iconic pieces of terrain that come to mind when thinking of the game's spectacle based moments. Giant vertical walls you scale, wall running into a double loop, rolling through a rotating full pipe. THIS is peak sonic.
