People "buy" phones every year because of promos. Verizon is offering me a S25 if I trade in my S23. If you don't change services, why pay the same amount for inferior tech?
With computers its the same thing slightly. I can buy ram now that can be used in another build later. You don't need to buy every part after the intial purchase.
