Ok, anon, I think you are right in some cases. It varies. Thinking of KnJ, the girls at age 11 look like they are 6 (Mimi aside). Usually though, anime lolis appear younger in terms of their head to body ratio because they are stylized, but have greater hip development than their age. So they are both older and younger in different respects. Hachikuji from Monogatari, for example, has much greater hip development than an actual 10-11 year old.
