Bingo, you cracked the code. The majority of Undertale's fandom came from Homestuck, a webcomic Toby provided music for before creating Undertale. They're essentially tumblrcore, and by that I mean teenage gamer gurls obsessed with yaoi shipping.
Undertale and Deltarune's success primarily comes from Toby being able to repackage a bunch of gimmicks and tropes from niche Japanese series to an audience that has never experienced it before. Throw in some good music (also heavily ripped from JP games like Touhou, Cavestory, and Earthbound) and le wacky irony-poisoned internet humor and you've got a recipe for success in an untapped market.
Deltarune isn't much better imo. It has better art, more varied gameplay, and is more polished overall, but the writing and gags at the core of the game are the same as ever. Not to mention, each chapter has a terrible case of villain-of-the-week, all of which are either SuPeR [WACKY] or maximum edge.
