Did you unlock all scenes in the gallery? There several vanilla scenes there and a couple of very nice netorase scenes. As for the placeholders, they are only used on empty areas that don't have any content right now; it's more natural than the game simply telling you you are not allowed to go there.

The dev wanted to convert all sprites to Live2D and started with the self-insert character. However, it took way too fucking long and was stealing time away from the rest of development, so that's in the backburner for now.
