It's very unhealthy but the situation is kind of complicated. Fiona isn't just in love with Twilight. She's obsessed with him. Accepting that you lost and the person you love doesn't want you is already a bitch, but Fiona has built her entire life around this guy.
She feels kind of analogous to Yuri in a way, but Yuri gets to keep Yor. He just has to learn to share her. The special place for him in her heart isn't going away.
Fiona isn't that lucky. Loid can't give Fiona even a fraction of what she wants/needs from him. He's building something that she isn't a part of. Personally, I don't see her ever completely getting over Twilight. I think she could potentially find love with someone else, but it has to be far away where she can't see him and Yor being happy together.
