In another equally suspicious case, Scharf was primarily responsible for arresting five alleged Islamic terrorists, whom he suspected were connected to an actual terrorist who, in fact, was working for the U.S. DEA. The five terrorists have since been released.

Scharf conveniently left out the fact that Headley was covertly working for the US Drug Enforcement Administration (DEA) at the time of the Mumbai attacks and may have been a false flag terrorist operative working for U.S. intelligence."*
