pay attention to your eyeshape, also the eye/ear features are set too far up in the face making the top half of the skull too small. Personally I tend to try not to have the bottom end of the ear above my nose. this is a common mistake because you are confused by the hair covering up the skull and making you reference eye placement wrong. the eyes are connected to the skull, the hair is connected to the skull, the eyes are not connected to the hair placement.

Look at pictures of bald people, draw them, then add hair later on this should help you with your confusion. (I can tell from the way you used the circle)

there are other styles that bend the rules differently but if you were going for a more moe style this might help you
