Fair enough, things could be misconstrued so I suppose there would have to be some time limit. It's difficult to judge because I guess for most people it's that predator gaze that puts you on edge. Like they're staring so hard you assume they're going to do something. But until they do no crime has been committed and some people would definitely abuse it.
