It's not feral though, it's monitored and maintained by Netwatch. I'm pretty sure they made it too. I think Bridgette mentions that if AI's were people they'd probably consider it a traitor. From what we're told and see ingame, the Blackwall already seems to have breaches in it and they're getting worse. The spooky thing is, there's probably lots of rogue AI that wouldn't immediately start frying people out of the gate and would instead have different goals and motivations. It would be interesting if someone or something could "convince" the Blackwall to stop blocking the rogue AI's
