From the Watsonian point of view, it's not a game Gaster created, it's a remote control system that lets us see into the world of Deltarune and control one of its entities. I've seen this kind of twist in another game already. We are suppose to be a new factor that will prevent inhabitants of the world from dooming themselves with their actions, hence the NEW FUTURE.
