I wonder if it's a combination of narcissism and frustration within the industry. These people do not want to work on endless streams of revivals and reboots, so they just twist and turn it into something they DO want to work on. I think back to when Nico was sperging out about the Thundercats Reboot, and while he didn't actually work on the show, he had said something about the whole situation: "For the record, I watched the show and HATED it. THIS is perfect for a reboot". Implying it's something fresh, new, different-- you know, the ILLUSION of a new IP.
And I know that's not how everyone on staff feels. But the people in charge (those developing the reboot + official showrunners) do seem like they're very unhappy that all their pitches keep getting rejected, so they use these projects as a skin suit for what they've wanted to do.
