I doubt there's another place on earth besides CN that companies care more about a product doing well. The wallet potential is just too much, you can just look at much genshin makes in CN alone.
They're not being stingy, they're giving the Chinese more becasue they're more valuable as a consumer base to them.
if they can get into the market they stand to make more money for less overhead.
CN also just has a habit of spending more on gacha than western countries.

They failed to get a footplace in the market, becasue persona isn't a big deal and theirs a lot of anti Japanese sentiment, due to the government.
Still doesn't change the fact CN is probably considered a bigger if not the biggest cash cow of the entire genre and the west just isn't. or maybe due to the already strong IP foundations additional incentives were deemed unnecessary.
People treat this shit like sega hates your country but really your wallets just pale in comparison to the bug men, look at any gacha revenue chart in the top 100, then look at revenue by country a pattern establishes itself very quickly.
