I agree, that this is a late-game rewrite but maybe not because Nomura never wanted to bring Roxas and Xion back but because he felt that they were barely involved in the story at the end even though it's still not that much, maybe these were in for the Naminé treatment in the beginning.
358/2 Days fans would have been seething but still I think having no bench Organization members would have made more sense.
Also we would have seen Vexen's Nobody servant while having the Dancer and Dragoon back. Once again Xion stole the spot light of a more interesting story.
