Crud was indeed the original writer and wrote a ton about Hanako, however i do not know the details as to why he retreated from that post and gave full reign to Suriko but i guess co-leading the project was a contributing factor as well so my guess is that Crud put a ton of ground work and Suriko sort of gave it all the finishing touches.
