That still would've pretty much meant living with no hope, it's piss easy for Toriel to act like a wine mom and pretend having a higher moral ground when she's not the one having to weigh the happiness and hope of people versus uncertain decisions that may very well backfire. Which they did in many of the neutral endings where Toriel ended up queen. No matter how you spin it, they needed souls to ever have hope. In fact, the only single reason you even have a good ending is because you have 6 souls already, which wouldn't have happened without Asgore.

This is basically my gripe with Toriel, because her premise and everything is said is based on some naive view that it was just to "Not do it" or "Just stop the fake war" without any proposal or idea of how to actually solve the situation in any way.
