The shift from CRT to LCD had not yet occured but the shift from cels to digital had. 480i video that looked like art on a CRT looks like jagged aliased crap on an LCD. If the masters were on film then you could rescan them, but if the masters were digital "Broadcast Quality" 480p then that is what you were stuck with.
